If you have read any on the follow-up investigations, you would know that the VP had twisted what the intelligence community knew and therefore Powell was handed that skewed data to run before the UN. It was not his investigation. The administration had used him because he had a trust factor that was admired by most leaders of the world.
The admin needed to persuade the rest of the world. Get them onboard.
It is just this type of abuse of power the investigations of a special prosecutor has aim to prevent and somehow, you don't want it. LOL
Powell says his speech was approved by former CIA chief George Tenet.

Sec of State does not preform the investigations, he did not even have the oversight for their production, they are presented to them.
If they are wrong, there was a failure somewhere than whose hands they ended up in.
And we know that is was VP Chaney who pulled those strings. Bush let him run the whole thing.
