Save your money and don't hire a freelancer. If you do, make sure its someone who is good with auditing and fixing your site structure. 99% of the time people suck at it.
With any money left over, use it to either build sites, acquire sites, or buying high quality links from webmasters. And skip the $5 links unless your method is to churn and burn. Buy on sites that actually already rank for stuff.
