Clearly the present wall isn't fit for purpose when it can so easily be climbed. Maybe a better design will work better.
Model it on what the Israelis have or better still a combination of that and the Communist era one. Add a no-mans land with electronic surveillance, barred wire and mines, etc.
A country must protect itself from all threats. Undocumented, illegal migrants are a threat. Then the country can say who comes in and who stays out.
