Quite honestly, the largest motivator for turn out on election day is for folks to think their side is about to loose.
Trump is now promising tax cuts for the middle class... What... wait...
I thought he told us the middle class was getting them the last time around !
Obviously, he needs their votes. Congress was unaware of the announcement and they are all home for campaigns. But I don't know how they would pay for that unless they totally destroy social security.
But it is true, you can buy votes with a statement like that. Even when any smart folk would know it's not going to happen.
