I'm starting to remember now... once they finally relented and allowed limited help - it revolved around the "escape hatch" and a special diving bell designed to attach to it. The Russians wouldn't let the other crews with the proper equipment anywhere near the Kursk, had to keep staging attempts to transfer it all to them so they could do it themselves... then because of all the non standard size hatches etc... they couldn't attach it and on and on it went until the SOS taps slowed down to nothing, grew more faint and finally quit.
