I'm going to guess that Mike Pence wrote it.
Imagine you are one of Trumps people at his meetings. You disagree with his insanity, and you're nervous. You look around the room when trump says something stupid, trying to lock eyes with anyone who may be thinking the same way you do.
Chances are, that person is Pence.
Pence is the 2nd most powerful person in the room, and the country. After trumpy says his nonsense and leaves, you as a subordinate may look to Pence for a little stability and reassurance. And if you're a general or other high-ranking officially, you may say to Pence: "What do you think? You too? Ok phew I'm not alone / shh shh ok."
Pence could be the one sneaking the papers off the desk, or, you're the one doing it, with a knowing wink from pence. You don't want to get into trouble, and if you're Pence, you want to let the others know you're doing what you can.
I don't think anyone could or would be doing this without Pence's knowing wink as they would just be too scared. And I don't think Pence could do it himself without the urging or thumbs-up from others in the room.
