When I find a site click baiting with my metadata (e.g. download this ebook by Nick Baer for free, but in the end it isn't about getting my eBook or video, it's some unrelated garbage), my DMCA includes GoDaddy, CloudFlare, Registrars, Hosts, Nameservers, etc.
CloudFlare is bad. GoDaddy was bad, now they help point to the Host. A lot of Pirates use AWS, which is good fo me because Amazon actually owns the ISBNs of all of my print and eBooks. So that gets fast response.
Often what gets the Pirate into trouble from its providers is TOS, because my stuff is nude, male nude, which is then considered 'porn".
The Russian click bait sites have popup ads from US ad networks. The response of those ad networks is not good.
