Most of the times yes, but when i was in Argentina that would have cost me 30% extra back than. Don't know the situation now. Even in Thailand you will save 3 - 10% when you bring cash. I do it sometimes to pay rent for a few months in advance.
Brazilian people have to pay an extra + 5% tax when they use their creditcard outside brazil. So they also bring cash many times. It all depends the country you are from and where you stay. But many times ATM is best.
