The premise of the meme you posted was that the paper had been delivered to 2 different places with different headlines based on the political party that was predominant in each area.
That was false, the headlines are based on different editions based on the news that was available at the time that the paper was published. This is exactly how major papers have worked for a long time.
Your argument of "This is how propaganda works" died as soon as your premise was proven false.
This is not how propaganda works, this is how newspapers work.
