If that is in fact correct, this card is pointless for people using it to withdraw in non-us currenices, and the best way is to withdraw to external card.

Fees are $6 + 3% (i think you might lose another 0.25% when your local bank credits you) and you funds go into your bank/credit account within a few hours to a few days.
The percentage that you see listed for ATM withdrawal is the FOREX Fee. This fee is charged by the card issuer/Mastercard, not by Paxum.
