Basically, yes. If he were charged with a crime he could, potentially, still be tried for it, but if he steps down there wouldn't be an impeachment. Nixon did just that. There had been articles of impeachment drawn up against Nixon then he stepped down to avoid having to face them (he knew he couldn't win while, in Bill Clinton's case, he chose to stay and fight).
