Technically, and if your mindset is TRUMP = BAD no matter what, you could still see this as a quid pro quo because even though the deal was being set in place back before he was President, it still is reaching fruition now. However, you'd have to ignore everything else that these deals entail and just reach for "muh Trump sucks" - which, of course, they will.
