If we are going to dissect the video for a message, it's important to include the lyrics.
I have a few opinions on this.

1. What is only "Black" about the snippet of lyrics you shared above? (Can't white people dance?)

2. If you think it is aimed only at black people, are you saying that there is nothing that white people can learn about or discuss with this?

3. Maybe the lyrics are meant to be different from the video. What's wrong with words completely contrasting the video?

4. Why didn't you post all of the lyrics? If you are going to talk about the lyrics to a song, isn't it important to include all of the lyrics instead of just your choice of a piece of a song?

Why should art be directed at just one piece of the population? Why do you feel excluded?
