The United States’ 2018 Nuclear Posture Review (NPR) released on 2 February calls for the nation to strengthen and modernise its nuclear command, control, and communications (NC3) system.
The NC3 is the system that facilitates nuclear weapon deployment in times of crisis. It performs five functions: detection, warning, and attack characterisation; nuclear planning; decision-making conferencing; receiving presidential orders; and enabling the management and direction of forces. The NC3 network includes interconnected elements composed of warning satellites and radars; communications satellites, aircraft, and ground stations; fixed and mobile command posts; and the control centres for nuclear systems.
