Cell phones will try to connect to these systems because it acts like a cell tower. Once your cell connects they have your location data, GPS info and a time stamp. (Just like these license plate trackers)

The way they caught the bomber, was they looked back at all the saved data to see if any single cell number was at more than 2 bombing locations..
