If you are referring to the age verification of all pornographic content which was supposed to be mandatory from April 2018. But the plans have now been pushed back to later this year.
When this is implemented, it will apply to all adult websites regardless of which country they are hosted in, if they are accessible from the UK then they will need to have an age verification process in place.
United Kingdom cannot regulate foreign servers. Instead, the Government may try to tell Internet Service Providers to block offending servers if they fail to abide by this new age check.
