With a billion people there's a certain percentage that are great, are so-so, and are criminals. So yes there are good Indian people - and bad Indian people. (Take out the word 'Indian' and it still applies.)
The problem IS "the culture". The Untouchables feel immune to punishment because they are living in dirt and poverty anyway with little to no way out of their "class" so why not commit crimes. And the other classes look down on each other, all convinced they are better because of Karma. It's fucked up.
