Because Giuliani was a early are kisser of Trump during the campaign so Trump brought him on for PR trying to make his base go rah rah as a spokes person. It just shows how bad Trump is at picking the right people for the job.. granted at this point he likely has a very limited pool to pick from because he constantly throws everyone under the bus..
