I wouldn't say it's offensive, but it's just a bit dated. Like using the term oriental for asian people. It's just a matter of manners really and the context it is used that matters more.

The fact it changes all the time is part of the problem. Much like the word retarded. There are no real negative connotations of this word, as it just means slow, but because it is used to insult others they changed it into a mouthful of a term "developmentally disabled" which is so vague and arbitrary it will never last. I refuse to use the term African American myself because it's presumption is ridiculous. Assuming someone is african or american based on looks is pretty ignorant in itself. Where the word black is both neutral and makes no presumption.
