I am not seeing what he problem is here.
Mueller raided Manafort's house, and found incriminating evidence of a crime. He went back to Rosenstein for clarification and was told to follow up on ALL LEADS.
If the investigation turns up another crime, they can follow up on that lead and press charges. That's how investigations work.
I am not even sure why this is up for debate. If you get pulled over for speeding and they find meth in your car, guess what - you go to jail for meth. When they impound your car and find a dead body, guess what - you go to jail for the dead body. They don't say "Gee, we only pulled you over for speeding so you only get a ticket and we'll just ignore the meth and the dead body". It's an investigation. They are trying to figure out what crimes have been committed.
