Let me explain legal terms to you...
Target = ready to be charged and indicted
Subject = not ready to be charged but can become a target..
Muller just like Comey chooses his words carefully.. Obviously if Muller is looking for a interview with Trump, he will not be a target ready to be charged but still a subject in a investigation..
The part of this you are trying to breeze over is Muller will be releasing a report on Trump for Obsteuction of Justice.. Republicans voted to impeach Clinton over obstruction of justice..

My guess in how it all plays out.. They probably can't criminally charge him as a sitting potus due to executive privilege. So it will happen in stages.
The obstruction of justice charges will drop 1st and that will lead to impeachment or his resignation. Once He's out of office then the criminal charges are brought forward.
Trump is fucked.. but it's gonna be a nice long hard fucking..
