if a teacher ever touched a hair on my child's body, at any age, let alone 2-years old, I'd have them terminated and sue for everything under the sun. You're supposed to babysit, entertain, keep safe and nurture children, not alter their appearance.
Photos show a bit of extra hair; it's not a thick unibrow. She looks like a girl.
If you think the child would look better blonde, red headed, shorter hair, bleached, pierced or tattooed, would you do it?
Lots of kids need a smack but most don't do that. They tell the parents. C'mon, age 2 and they're worried about her brows???
