Doesn't every city in the world have no go areas? and haven't those areas been around since the beginning of time?
There's parts of Glasgow, Sydney, London, NYC, even Auckland in NZ, where a white ( black, red or yellow ) Russian guy walking down the street would be a target, and no cops coming to help you.
