Guns in schools is a quick fix to a long-term problem. Yes for the time being it makes sense to have highly trained ex-combat soldiers who have proven their ability to use a gun or highly trained police in schools. Along with locking down schools so nobody can enter with a gun or shoot through windows.
Not teachers as no one knows how they will react when faced with an assailant. And most certainly no one with handguns. As most shooters use semi-automatic weapons.
The cost can be born by gun buyers with an extra tax put on firearms sales. Not the general public as they don't cause the problems.
However, that will just move the problems to other areas, malls, stadiums, clubs, hotels, etc.
The long-term solution is to cut down on the supply of guns. Cut out the sale of high powered, semi-automatics, large magazines, bullets, etc.
