Watched a recently retired FBI agent explain all of this.
Up until 2012 when you called the FBI tip line...you were talking to an FBI agent at the closest field office to you.
In other words...that tip on this guy in Broward would have went to the closest FBI AGENT...which would have been the Miami field office.
And the call would be answered by a trained FBI field agent.
BUT...in 2012...the DOJ and FBI decided to consolidate all those calls to one central office in Clarksville West Virginia.
And the calls are answered by a staff of around 150 call center employees.
NOT FBI agents at all. Just people answering a phone.
And the people answering that phone and deciding that the tip on this guy wasn't valid are the same people who decided the tip on the brothers who ended up bombing the Boston marathon wasn't viable either.
In other words, a layer of govt. bureaucracy was put in between the public and the actual FBI field agents.
And this was the result.
And it's why the FBI missed this one, and the Boston marathon bombers, and who knows how many more. The clown answering the phone didn't feel it was "valid" so he never passed the info to the field office in Miami.
