I don't think this concept will work... manual reviews of the whole web? the ads on sites change constantly... if a site passes their manual review some day, it doesn't mean shit... agressive ads and popup hells can appear the next day there... they would have to keep reviewing the sites again and again... constantly, and they can't expect people reporting anything, those annoyed by ads just install adblock and don't give a shit. yesterday Pornhub triggered a popup opened in a new window, today they again open the clicked link in a new tab and redirect the parent page to an ad.
