The problem is no one has clear instructions. I went through this for multiple sites and some ads got through on one site and not on another.

Also it's not 100% clear about what pops are allowed exactly. Some type of pops seems to get through. But the one you are currently using is definitely a big problem.

It's just trial and error. You remove/replace what they point out. Submit for re-review. Then they will say if it's good or not. If not, you try something else and submit again.

But there are no clear rules unfortunately, no one knows exactly, so you just have to keep trying. On some sites we had to remove pops completely to pass while on others it went through with pops.

So instead of waiting and not having any ads for chrome users at all, just start with removing the pop and whatever else they point out so at least your other ads will work. And then after it is approved try to add some different pop codes from other networks.
