Everything can happen in future, they can even make banners non-compliant. Hell, they can even say how you can only use adsense and that would pass lol.

When i was doing test on top 3 tube sites, that behaviour was only occurring when using other browsers, on chrome it's was always window popup.
For those who wants further testing, i suggest to download user agent switcher so you can see how it act on desktop/mobile/browsers.
