Laws are in place to provide a framework for society regarding what is, and is not acceptable behaviour. Laws provide a recourse against those that break the rules.
Laws very rarely completely remove the issue from society.

in a real democracy it would be very easy. just ask the people and make a public vote.
but they will NEVER do that because they know already how it will come out.
and this says already all about the freedom and the "will of the american citizens"
