Hindsight is twenty twenty. It's easy to say after the fact that they should have investigated him. However, why didn't the local police say something being as they had talked to him dozens of times. Or the school.

Yes, exactly. Don't get me wrong - I'm not saying that this is 100% the FBI's fault. There was gross incompetence and negligence on multiple levels here - including the fact that he was allowed to buy a gun in the first place.
But you have to admit - that last tip to the FBI really laid it all on the line. The fact that it wasn't even forwarded to the local field office is going to land somebody in hot water.
