If they were alerted to the fact that he planned to do something (which they were by a youtube guy) they could have just allowed it to happen and possibly even tossed in someone to assist without him even knowing.. Honestly all it would take is a couple of people on him 24/7 waiting for him to make his move. Once he did they join in and disappear. Hell disappearing is as easy as slipping on a police jacket.
