In my experience, PayPal always charges a big fee. It's just that the type of transaction decides which side the fee appears on - on the sender side or receiver side.

Money sent with the "friends and family" option:
- Sender side pays big fee
- Receiver side: free

Money sent with the"payment for goods or services" option:
- Sender side: free
- Receiver side pays big fee

(This is all for regular intra-PayPal transfers, not credit cards payments.)
