By definition, yes. Gluten is a water-insoluble protein that is formed when water is mixed with wheat flour. Wheat flour is not vegan. Vegan flours have no gluten.
The formation of gluten creates "elasticity" that allows the "stretching" of pizza dough. Dough made with vegan flours are rolled or pressed out. It's just not the same thing.
