Was done many times already. Putin has so-called "national guard army" (police) which is... bigger than the whole military army of our country. Yes, Russian army is not as big as the internal forces that have to protect Putin (over one million of them). This is how our streets look like even in case if someone in internet has said that he's going for a protest action (a peaceful one, not a riot):
You won't even think about riots when you see that. Putin has more policemen than civilians who could theoretically go to the streets.
