I have heard that it is illegal to ship them by US mail because it contains 'biohazardous waste' like Fletch said. However i have also heard it is no problem to mail them by FEd Ex because you can ship them as 'biohazardous waste' with fed ex. It will just get an extra stamp.
If somebody has more info on, please let me know. I will not do this if it is illegal. I would not be very pleased if my picture is placed in the newspaper 'caught for shipping panties'
