The EU budget is 157.9 billion Euros. When the UK leaves and after they pay the penalty of £35 billions that bill falls on the shoulders of a few countries who are net contributors. So mostly Germans.

This page explains where most of the money is spent. BBC NEWS | Europe | Spending the EU budget

This shows who contributes the most.

Of course, a rebate of some of the money the UK is meaningless. The UK still pays. BBC NEWS | Europe | UK rebate

Don't believe the EU isn't worried http://www.telegraph.co.uk/business/...arts-hit-home/

Has that spending led to less spending on local politics? No, every country has introduced departments to regulate EU directives. It's led to bigger government spending.
