Maybe, maybe..What I do know is that I used Russian IPs few times and they got some porn sites (legal of course) blocked. In UKR I can access what I want ("normal" of course)...
putting laws in life that noone knows how to enforce , sounds like a truly wonderful reason for corruption, bribes and extortion...thats my opinion at least
