The new german dialer law becomes effective. Every dialer has to be registert with the RegTP. Auto dialers are prohibited. The owner of the dialer has to lodge a document with address of registered office and a RIPEMD-160 hash of the dialer. The max fine for violation is 100000 EUR. This affects only dialers that use german 0900/0190 numbers (as far as i know).
