Maybe because all/most of them are potential terrorists. Or do you think really innocent people made that list? Probably the very least dangerous person on that list is the one not planning anything, but just hating on UK. And if you hate UK you are not welcome in UK. And again - that is probably the smallest possible reason to end up on that list.

Imagine 2 choices:
a) these 500 remain in UK
b) these 500 dissapier from UK
Why would ANYONE chose a as a better option?
