Trump has yet to pass one major piece of legislation. Not one. Nearly one fourth of his term is over, and he has yet to pass one major piece of legislation. This Russian investigation is going to come full circle next year. Best case scenario is there is no actual collusion with the Russian government, but a number of people have charges filed against them including his top advisers. Trump's second year will be full of scandal and drama, and he will be unable to get anything done.
