That is exactly it. We/they buy traffic (not all traffic is created equal -- lots of it is crap and impossible to get a good ROI) and optimize our banners, pre-sale landers, and offers. Definitely not as easy as it may sound. It is competitive and takes a lot of time split testing everything by device, GEO, etc.
