In addition they can be purchased illegally, can be converted, or there are several different devices that can be legally purchased that will pull the trigger on an legal semi auto to, for all practical purposes, make it full automatic.

as far as i know this guy had even a pilot licence and as far as i know you will not get a pilot licence when you are mentally ill.
so that means this guy was not always mentally ill. how do you want to control, that someone who is not crazy today will not be crazy tomorrow ?
i think the answer of the weapon lobby will be that all potential idiots should be armed to prevent another potential idiot shot them.
