Why do wi-fi hotspot providers charge per minute?

I like Wi-Fi, I like hotspots, but I think it sucks that most (if not all) of the providers out there have decided that charging by the minute is the best way to go.

I'd much rather be charged by how much I download. Like $0.25/mb or something like that.

When you get charged per minute, there is an incentive to spend as little time using it as possible. So I don't want to sit there and read emails and news sites since I'm paying for it by the minute just to sit there and read.

OK, thats my Wi-Fi rant.
