Then familiarize yourself with
www.WindowsUpdate.com
And then get
the last freeware version of Tiny Personal Firewall 2
(btw, I say reinstall the OS because if he has vulnerabilities that allow overwriting of the hosts file, hes probably got worse problems than that)
