All Russian cops have guns. They usually have no tasers (never seen them actually), but they always have a gun and handcuffs. And the number is really zero. Course they often kill someone in firefights, but that's a normal thing IMHO. Someone shoot at you, you shoot back...

oh ok so this is just you saying something with no real basis. you say zero civilians were shot dead so that does not say...except those who may have shot at them or charged at them or whatever.
