While there are most likely a lot of bullshit products out there, most quality penis pills will have an effect, but it most likely won't be added inches.
Usually, they will help increase bloodflow and help circulation and this can lead to stronger erections and can also lead to warm feelings and "tingling".
When I was selling the Stamina Rx (long story why I'm not anymore, has nothing to do with the product itself though ;-)) but it brought on this feeling of warmth as well as everything felt "stronger" and it was quite wonderful, but it didn't exactly make my dick any bigger. I think we'll start seeing a change in how these pills are advertised. More along the lines of "makes it stronger and last longer" than "add inches" but as long as guys think a pill is going to make their dick bigger, there will be buyers no matter how many news reports or articles there are on the subject. So while my personal experience was that the pills work and I enjoyed them, they just didn't make it bigger
