It's already law in Australia that service providers like ISPs and telcos have to log all access by their customers, which includes connections from a browser to a remote IP. This data is retained for at least two years and is available to a number of government agencies (without requiring a court order AFAIK)

Won't be long until other countries follow suit. (Insert witty joke about the DoJ asking the NSA for help, here.)
