That is not a very factual article -- prosecutors do not impanel or 'empanel' (the meanings are similar but used differently) Grand Juries. It's possible a federal judge empanelled a Special Grand Jury to hear the indictment (of who?)

Mueller may have asked a Federal district Judge to impanel a Special Grand Jury.
