If there is anything to be learned by the Japanese attack on Pearl Harbor it is that it was partly the result of FDR and the US government sanctioning the export of oil and scrap steel along with other war materials to Japan, after Japan invaded China and the countries of South East Asia, many of whom were at the time under European colonial rule.
World sanctions prohibiting war and nuclear material exports to North Korea may result in Pearl Harbor 2. However, this will not be like the Pacific Theater of WW2.
