Cause the fat boy's got Nukes. Even if the world leaders decided to wipe his little shit country off the face of the Earth, he'd still have enough time to cause some major damage. Either totally annihilate South Korea or some such.
So no one wants to fuck with him as long as he's occupied playing communism and not bothering anyone. He's showing off / yapping his mouth mostly for his own citizens, to keep his credibility as a Dear Leader.
Sooner or later he's gonna get quietly assassinated and everything will get resolved on its own. This makes more sense than to go to war with him.
